Title: Pilot Boarding Areas
Status: Completed
Publication Date: 2018-12-12
Abstract:

Pilot boarding areas are locations at sea where pilots familiar with local waters board incoming vessels to navigate their passage to a destination port. Pilotage is compulsory for foreign vessels and U.S. vessels under register in foreign trade with specific draft characteristics. Individual ports may have additional pilotage regulations (see the applicable United States Coast Pilot for additional information). This dataset is one of two related feature classes which should be used in tandem. The sister dataset, of point geometry, is titled Pilot Boarding Stations. It represents point locations depicted on NOAA navigational charts or described in United States Coastal Pilots where pilots rendezvous with ships. In contrast, Pilot Boarding Areas are more general vicinities depicted on NOAA navigational charts. Pilots can rendezvous with ships anywhere within a Pilot Boarding Area. This dataset does not contain information regarding the hazards and considerations necessary to approach each port.

Purpose:

To support coastal and ocean planning and other activities pursuant to the Energy Policy Act, Coastal Zone Management Act, Magnuson-Stevens Fishery Conservation and Management Act, National Environmental Policy Act, Rivers and Harbors Act and the Submerged Lands Act.

Supplemental Information:

The native coordinate system for this layer is WGS 1984 World Mercator (ESPG: 3395). Please note: all MarineCadastre.gov data served by the NOAA Office for Coastal Management and hosted through Esri REST services are in the WGS 1984 Web Mercator Auxiliary Sphere (EPSG: 3857) projection.

NOAA’s ENC Direct to GIS allows users to display, query, and download all available base editions of NOAA ENC data in a variety of GIS/CAD formats, using web mapping service technology. Nautical chart features contained within a NOAA ENC provide a detailed representation of the U.S. coastal and marine environment. The data, updated weekly, is organized using S-57 object classes.

The United States Coast Pilot consists of a series of nautical books that cover a variety of information important to navigators of coastal and intracoastal waters and the Great Lakes. Issued in nine volumes, they contain supplemental information that is difficult to portray on a nautical chart. In this case, the coast pilots were used to fill in the Pilot_Boat and Boat_Description fields. On occasion, they also described Pilot Boarding Areas not depicted in the ENC data.
